A trilogue is an informal negotiation between representatives of the European Parliament, the Council and the Commission to reach a provisional agreement on a legislative proposal under the ordinary legislative procedure. The agreed text must then be formally adopted by Parliament and Council.
Ordinary legislative procedureThe ordinary legislative procedure, formerly codecision, is the main way EU laws are adopted under Article 294 TFEU. The Commission proposes, and the European Parliament and the Council amend and adopt the text on an equal footing, in up to three readings, with most files agreed through trilogues.
Official Journal of the European Union (OJ)The Official Journal of the European Union is the EU's official gazette, published on EUR-Lex. Its L series carries legislation, and since October 2023 each act is published individually. Most acts enter into force on a date set in the act, often the twentieth day after publication, and may apply later.
Level 1 and Level 2 legislation (Lamfalussy process)In EU financial regulation, Level 1 is the framework regulation or directive adopted by Parliament and Council. Level 2 is the detailed delegated and implementing acts, often regulatory and implementing technical standards drafted by the ESAs. Level 3 covers ESA guidelines and Q&As, and Level 4 enforcement (a model from the Lamfalussy report).
