SEPA Instant Credit Transfer (SCT Inst)
SEPA Instant Credit Transfer (SCT Inst) is the European Payments Council scheme for euro credit transfers that complete within 10 seconds, 24 hours a day, every day of the year. The payment is either credited and confirmed in time or rejected, and once credited it is irrevocable. Also called SEPA Instant or instant payments.

What it is
SEPA Instant Credit Transfer (SCT Inst) is the European Payments Council scheme for euro credit transfers that complete within seconds, at any hour, every day of the year. The payee’s bank must make the funds available, and the payer’s bank must receive a confirmation, within 10 seconds of the time stamp set by the payer’s bank. If the confirmation does not arrive in time, the payment is rejected and the payer keeps the money. The scheme uses ISO 20022 messages (pacs.008 for the payment, pacs.002 for the answer). Banks settle through TIPS, the Eurosystem instant settlement service, or through private instant clearing houses.
Why it matters
Under the Instant Payments Regulation, banks in the euro area must be able to receive instant payments (from January 2025) and send them (from October 2025), at a price no higher than a standard credit transfer. Instant payments change daily operations: there are no batches or cut-off times, liquidity must be available on weekends, and fraud and sanctions controls must work in real time. They also support new services, such as account-to-account payments at the point of sale and wallets built on instant rails.
Worked example
Illustrative numbers. On a Sunday at 21:00, a customer pays 750 euro to a car repair shop. The payer’s bank checks the balance, runs verification of payee and fraud scoring, then sends the payment with a time stamp. The shop’s bank receives it after 2 seconds, credits the account and returns a positive status. After 3 seconds both sides see the result. The payer’s bank had placed 50 million euro in its TIPS account on Friday evening. Over the weekend its outgoing instant payments exceed incoming ones by 8 million euro, so it needs at least that amount, plus a buffer, until it can move liquidity from T2 again on Monday.
Who uses it
Payments operations analysts (PAYOPS) monitor rejects and timeouts around the clock. Cash management product managers (PCMPROD) design instant products and limits. Transaction banking sales (PCMSALES) offer instant payments to companies for urgent supplier payments and refunds. Treasury operations analysts (TRESOPS) manage liquidity in instant settlement accounts outside normal hours. Fraud analysts (AML-FRAUD) tune real-time controls, since the payment cannot be stopped once credited. Product owners in banking (PO-BANK) deliver instant payments in apps and corporate portals.
Common confusions
Instant also means irrevocable once completed, so a mistaken or fraudulent payment can only be recovered through a recall that depends on the payee’s bank. The 10 second limit starts when the payer’s bank time-stamps the order; checks such as verification of payee happen before that point. TIPS and SCT Inst are different things: one is a settlement service, the other a scheme rulebook. Finally, the scheme once capped single payments at 100,000 euro; the cap was removed in 2025, and under the Instant Payments Regulation payers can set their own limits instead.

SEPA Credit Transfer (SCT)SEPA Credit Transfer (SCT) is the European Payments Council scheme for euro credit transfers between accounts in the Single Euro Payments Area, identified by IBAN. Funds must reach the payee's bank by the next business day at the latest, with no scheme maximum amount, and cross-border transfers follow the same rules as domestic ones.
SEPA (Single Euro Payments Area)The Single Euro Payments Area (SEPA) is the area in which people, companies and public bodies make and receive euro credit transfers, instant payments and direct debits under the same rules, whether domestic or cross-border. It covers the EU, the European Economic Area and several other European countries, and rests on European Payments Council schemes and the SEPA Regulation.
ISO 20022ISO 20022 is the international standard for financial messages, built from a common business dictionary and usually expressed in XML. Payment messages are grouped as pain (customer to bank), pacs (bank to bank) and camt (cash management, such as statements). It is the format of SEPA, T2, CHAPS and Swift cross-border payments.
pacs.008 (FI to FI customer credit transfer)pacs.008 is the ISO 20022 message one bank sends to another to move a customer credit transfer, carrying payer, payee, amount, charges and remittance information. It replaces the Swift MT 103 in cross-border payments and is also the core message of SEPA credit transfers, instant payments and high-value systems such as T2 and CHAPS.
pacs.002 (payment status report)pacs.002 is the ISO 20022 message a bank or clearing system uses to report the status of a payment instruction, such as accepted, rejected or pending, with a reason code for rejections. In SEPA instant payments it is the positive or negative confirmation that the payee's bank returns within the time limit.
TIPS (TARGET Instant Payment Settlement)TIPS is the Eurosystem service that settles instant payments in central bank money within seconds, 24 hours a day, every day of the year. Banks fund their TIPS accounts from their T2 main cash accounts. Euro area banks reachable for instant payments must be reachable in TIPS, and the service also settles other currencies, such as Swedish krona since 2024.
Instant Payments Regulation (IPR)The Instant Payments Regulation, Regulation (EU) 2024/886, requires payment service providers that offer euro credit transfers to also offer instant ones, at no higher price, with verification of payee and daily sanctions screening of customers. Euro area banks had to receive instant payments from January 2025 and send them from October 2025.
Verification of payee (VoP)Verification of payee is a check, made before a credit transfer is authorised, that the payee name given by the payer matches the name on the account behind the IBAN. The answer is a match, a close match with the right name, no match, or not possible. It is mandatory for euro transfers under the Instant Payments Regulation; the UK equivalent is Confirmation of Payee.
T2 (TARGET RTGS and central liquidity management)T2 is the Eurosystem's real-time gross settlement system for euro, which replaced TARGET2 in March 2023. It combines Central Liquidity Management, where banks hold their main central bank accounts, with an RTGS service where high-value payments settle one by one in central bank money. It is part of the TARGET Services with T2S and TIPS.
